Bruce Spitzengel, President. Bruce has been in the affordable housing business for over 30 years. He has assisted clients in managing construction projects in the areas of community development, housing, and planning. Bruce formally founded GrantWorks in 1979, with great success. GrantWorks has grown to a company of more than 45 employees, and is the largest grant consulting and management firm in the State of Texas . Together with Eric Hartzell and Tres Davis, Bruce founded BETCO Development in 2003, with the desire of bringing affordable housing solutions to rural Texas , through the IRS Section 42 Housing Tax Credit Program. Bruce’s educational background includes a Bachelor of Arts in Geography from Pittsburg State University-Kansas, and a Masters Degree in Geography. Bruce served as the Planning Director for Texas City and as an Assistant Planning Director for the City of Pasadena prior to founding GrantWorks.
Eric Hartzell, Vice President, AICP. Eric has
managed projects in the affordable housing and community development field for
over 15 years. He
is a senior planner with an MS in Community and Regional Planning from the
University of Texas , as well as a Bachelor of Science in Geography
from Ohio University . In conjunction with
his role as Vice President of BETCO Development, Eric is also the Executive Vice
President of
GrantWorks, Inc. He
has been with GrantWorks since 1995. Prior to his career with GrantWorks,
Eric served as a regional coordinator for
the
Community Development Block Grant at the Texas Department of Housing and
Community Affairs.
Tres Davis, Vice President. Tres has also worked in the affordable housing industry for over 15 years. He has a post graduate degree in Construction Management from Texas A&M University. Tres currently serves as the Vice President of Housing Services for GrantWorks, working with over 150 rural city and county governments to administer Owner Occupied HOME program funds through the Texas Department of Housing and Community Affairs.
Eileen Manes, Director of Development. Eileen comes to us from the banking industry. In addition to her financial background, she has affordable housing and community development experience.
